Please let me suggest that is it possible to file I.T. Return for a.y. 12-13 without paying tax u/s 140A?

Please let me suggest that is it possible to file I.T. Return for a.y. 12-13 without paying tax u/s 140A?

Return can be filed, but we should always pay all due taxes according our return before filing the return. Because in the Return there will be always income tax payable. Moreover, interest u/s 234A/B/C also be demanded by the A.O.
