Issuing Form 16

One of our employee looking for the Form 16 of financial year 2006 -07 we have an unsigned copy of the same however the authorised signatory is not available with us can I issue of Form 16 with my current signatory. If yes shall I change the signatory name with current one and issue a Form 16

Yes, you can if data for that year is correct and you don't want to sign on behalf of then you can change with authorized person of current year in a part signature and issue form 16.
