Issue of cenvat invoice to an are 2 firm

As we are a Dealer firm of excisable goods can we have to issue cenvat invoice to an 100% export orianted ARE-2 customer who have no excise registration .
Do there may any problem will arise in future?

We the dealer is also registered,but the problem is that the customer -the exporter is not registered, my problem is that can i have issue the cenvat invoice to that unregistered customer the customer is an ARE-2 customer they argue that they can enjoy rebate if they got the cenvat invoice even if they have no registration.
