I want to issue bill from Gujarat to Delhi to end user customer who don't hv tin no and how to send material kindly guide me

you want to issue goods to end user and he has no TIN. But you should have TIN. You can`t issue to him CST (@2%) bill bcz he will not give u C Form. that`s why you sold the goods by applying VAT Tax as applicable in your state. and issue the bill to him.
