Is TDS applicable on payment to customs for deploying staff

Hi All,
Please advise whether TDS is applicable in the following case:
A company is engaged in CFS/Cargo Handling Terminal services. For this as per rule, staff of customs department is deployed for cargo clearing etc. For this customs is charging custom personnel expenses on cost recovery basis.
If TDS not applicable please give reference of notification etc.

If the actual cost is paid back then it amounts to reimbursment of expenses and reimbursement is not subject to TDS
