As per the provisions of Section 44(1) of the CGST Act, every registered person is required to file GSTR-9.
Thus, even if the status of the taxpayer is unregistered as on last day of FY ie 31st March 2018 but was registered anytime between that year ie July 2017 to March 2018, he is required to file GSTR-9 for the period during which he was registered.
