Is godown necessary for excise registration

Sir,
One of my client wants to register for the excise number under the act.
Is it necessary to have a godown for the same. Do excise department states that without the godown excise number cannot be issued

No need to have godown to register under excise. If you client is involved in manufacturing goods within India and the said goods mentioned in the CETA, 1985 then he comes under Central Excise net. Once he comes into excise net he should hold excuse registration, hence no need to have godown or warehouse.
