To get the exam eligibility for IPCC required minimum 9 months of study period. I.e registration to IPCC should be done before 9 months to the month of commencement of exams. Thus to get the eligibility to November 2013 exams you have to register for IPCC on or before 31-1-2013 so now you are not eligible for November 2013 if you register it on or before 31-7-2013 then your are eligible for May 2014 attempt.
