Can a excise invoice be issued to a party having only CST no. who is purchasing on behalf of another party who has excise registration and goods dto be delivered to a third party location. Goods are excisable.

As a seller you have to issue excise invoice
you have nothing to do whether buyer is having excise registration or not
you have nothing to do whether buyer is having excise registration or not
