Within india is it possible to Invoice in USD Currency if the Customer is not in EOU or SEZ

As per RBI guidelines, Indian companies can invoice in foreign currency (including USD) for domestic transactions, provided the following conditions are met:
Export-oriented transactions: The transaction should be of an export-oriented nature, where the goods or services are ultimately destined for foreign markets.
No violation of FEMA: The transaction should not violate any provisions of the Foreign Exchange Management Act (FEMA), 1999.
