If husband make a fd in the name of wife, then he can get the benefit of income tax under section 88

There is no such benefit available u/s 88 w.e.f.1st April 2006.
However, no benefit u/s 80C shall be available in your case.
If it is taken in the joint account then the benefit is available to the first holder u/s 80C.
