delay in the rent payment under the leave & licence agreement,is lessor charge ,can charge 18 % p.m. interest?

If its mentioned in the agreement then it is payable if the lessor is adamant about it. Now a days in all sch agreement penal interedt clause is put into it but practically no one pays.
