26 June 2017 If the manufacturer make sales to other state (Interstate) direct to consumer by paying GST 28% and the consumer don't have GST registration because, he is not a trader. Is it correct method.

26 June 2017 Yes. Any supplier making supply to a unregistered person (even ultimate consumer) then such supplier will pay GST.
Hwoever, since GST is an indirect tax, the burden of GST can be shifted to the consumer and the tax be recovered from him by mentioning amount of tax in the invoice....
