Inquiry regarding tds deduction on gis software

I want to purchase a GIS software for my government organization from a private company, Govt. approval has already been taken. Kindly suggest whether i should deduct TDS while making payment to party.

No 21/2012 dated 13-6-2012 issued by CBDT for purchase of software which is sold by the vendor as it is, there is no modification made by the seller then no TDS will deducted on the sorftware purcase
