Input credit under vces scheme

25 December 2013 Dear sir,
i have paid tax on output services but i have not paid input tax on imported services under reverse mechanism (input service is liable to input credit )
1) should i need to pay service tax under reverse mechanism VCES Scheme ?

if yes
then how to claim input or refund ?

Amount paid under vces scheme is not refundable but u can take set-of as cenvat in future tax liability if there is nexus in input and output service
