if PCC attempet is due in NOV. 09 than till what time ITT should be completed?can any1 appear in NOV 09 PCC attempt if his/her ITT start in AUG 09?

Yes, No problem in that what actually required that you must be registered for the ITT at the time of fillin the exam form and the certificate of succesful completion of ITT must be submitted by you(through post) on 30th day of the month in which your exam is held.
It means that for Nov exam
you can join up to date of filling the form
and pass the exam and submit the form up to 30 Nov, otherwise your result will be upheld.
Iu usyally take one month to send the ITT pass certificate
