THE COUNTERVAILING DUTY SHALL NOT BE IMPOSED UNLESS IT IS DETERMINED THAT
1) THE SUBSIDY RELATES TO THE USE OF DOMESTIC GOODS OVER IMPORTED GOODS IN THE EXPORT ARTICLE.
