Can an assessee avail CENVAT credit if he purchase goods from other state and sales in owen state and also export the goods to another country,and can he get any type of rebate?

an importer exporter can avail the cenvat credit if provide it SEZ or EOU unit on the other hand can avail if export the goods as per Norms of MINISTRY OF REVENUE.
