Increment rates are based on the industry & company nature and growth. my view most of the employer not considering the cost of living index and all

It depends on the employee, his trust, his input and gain from that employee to decide the amount of annual increment. It differs from company to company and it is not fixed that all companies will give the increment based on cost of living.
