Income under head 'Salary' realated to car facility

28 December 2009 "Any facility of Car Chauffeur (Driver)is given to Employee for official & personal purpose shall be taxable @ Rs.900 Per Month."
Is this a new amendment for assessment year 2010-11 ?
And if yes please tell me it is applicable for May 2010 PCC exam or not ?
