can we file return for ass.year 2008-09 now if so what is the procedure

you ought to have file return of income by 31/03/2010 for A.Y.2008-09. Now you can not file ROI.
However, if the department issues notice u/s 142(1) asking you to file return of income, then certainly you can file return of income.
