28 December 2015 pls inform me that, can we file income tax return for AY 2013-14?
and if we can file return of AY 2013-14 in this year then what will be the amount of penalty under income tax act?

28 December 2015 No the return can not be filed it is time barred.

You can file only if you get the permission of the commissioner of income tax . and for this you need a strong reason for the non filing of return.
