Income tax refund for a.y.2010-11

22 May 2013 I have submitted return for the A.Y. 2010-11 on 31/03/2012 and TDS have been matched as per 26AS.I met to ITO about the refund but he is delaying.Now pls advise me how to write the letter and where to address for the refund.If complain requires, I am ready to write.
