I have a general Doubt, How long Time it takes to get the refund claim, What is the procedures to claim Outstanding Refund??

usually it takes 6 months or more if the amount is too high.
for claiming refund u need to file relevant itr for rel AY.

There is no time limit for refund. however refund will be processed quickly in case of online filling.
porcedure to claim of refund is to file the ITR.
there is no other mode other than filing ITR and waiting for refund

YES THERE IS NO HARD RULE THAT REFUND SHOULD RECEIVE..WITH IN THIS TIME LIKE THAT..
THERE ARE CASES REFUND RECEIVED IN 3 MONTH ALSO..
HOWEVER TIME WILL DEPENDS ON ITR1,ITR2,...ITR6

if you want fast refund, then go for online filling with being matched with online 26AS and proper details.
if there is any thing not properly filed the refund will take time.
