An Indian national residing in the UAE on a residence visa is seeking clarification on new budget rules that might impose income tax. The advice given is that as a UAE resident, their income is not taxable in India, nor is it taxed in the UAE. The new rule is stated to apply only to non-residents of any country. Today I heard in the budget if you are an Indian passport holder and living in other countries that are not having income tax of the tax-free country whose income will be taxable. I am living in UAE for the last one and a half years on residence visa so from 1st April 2020 I have to pay income tax as per new rule or no?

As you are resident of UAE your income is not taxable in India even it's not taxed in UAE. New rule applicable only to those nonresdent of any country.
