if the assesse unable to pay the income tax then income tax dept can recover the assessee debtors give me ans with provision or section

yes they can , 226 of It act 1961, Chapter XVII, powers given u/s 222 to appoint a receiver to manage all movable / immovable properties

They can recover the tax amount by attaching the assets of the assessee. They can even factor the debtors in case required.
