It depends on the business & turnover of the businessmen.
Eg:
PAN registration, VAT registration, Service TAx reg (if applicable), TAN (If applicable)
Further registration under shop & establishment act, ESI / PF ( if applicable)
Else, start business using ur pan if it doesnt fall under any above things.

The first and format requirement is that you first procure the trade licence as the proprietorship concern is not registered anywhere under any act.
I also agree with the expert who has given general requirement which are required only when the specified turnover is completed.
