Imports under iec licence

is it necessary to add a commodity to the existing IEC list in order to import that commodity ?.
Kindly guide on this mattet.

generally when IEC code issued mentioned the Merchant / manufacturer exporter / service provider.
as far as i understand this is mandatory describe in ONLY RCMC of exporter.
