Want to import desi chik peas from Africa, please let us know customs duty structure.

As on icegate it is showing 85.85%

Basic 70% + Social welfare 10% + IGST 5%

Is there any exemption on basic customs duty................?
Is there any quota certificate for import from any other dept. like DGFT etc...........?
