The date of Notification for Civil Services Examination (prelims) May 2016 will be published on 23rd April 2016 and the last date to apply would be on 20th May 2016. You can check for more details on www.upsc.gov.in/.
It is highly recommended that you get counselled from candidates who are appearing for the Examination / Civil Servants who are already in the service, as they can guide you exactly how to go about pursing your dream of becoming an IAS or IPS officer. All the very best for your future.
