whether university eastablised by an ACT of state legislative assembly is required to file income tax return.
if no suggest how to obtain refund as tax is deducted on deposits like fdr in bank

University has to file return of income if Gross Total income before deduction under sec 10,10A, 10B, and Chapter VI-A exceeds the maximum amount not chargeable to tax.
and IF the tds is deducted, then they file the return and claim refund.
There is no restriction on not file return.
