Whether a person who has a daughter and not a son can form a huf or not?

HUF can not be formed rather capital for HUF can be formed ,and HUF is Created as soon as persons get married and no need to have a baby either son or daughter
Moreover as per amendment in Hindu succession act 1956 made on 9.9.2005
# a daughter too could be a coparcener i.e. joint heir,like her brother to the joint family's assets and
# she too could enforce the partition of the family property to claim her individual share.
# She continues to be the coparcener in her father's HUF evenafter she gets married and forms another HUF with her husband.So gender bias has largely been taken out of the HUF laws.
