Do I need to submit proofs of HRA, while sending the hardcopy of ITR, for claiming the HRA exemption if it has not been included in Form-16 by my employer?

No issue file your ITR with HRA Claim. No hard copy of proofs are required as the ITR is to be filled online so retain the proof it the department ask for any information then you need to provide the same otherwise not
