My query is can a husband and wife claim HRA tax exemption as individuals.
e.g Husnand HRA component in salary: 10000
Wife's HRA component in salary: 10000
Total rent paid : 22000
e.g Husnand HRA component in salary: 10000
Wife's HRA component in salary: 10000
Total rent paid : 22000

pay rent from both husband and wife accounts, in this situation you can claim HRA for both

you have to prove that that both husband and wife contribute to the account
for better clarity, use separate bank account to pay the rent
