House property section 25aa and 25b

In house property head, Section 25 b allows standard deduction of 30% from arrears of rent whereas in sec 25aa no such deduction is allowed for unrealized rent. is there any logic behind this procedure because in both case assess didn't received rent so it is included gross annual value.
