There are 2 companies A and B. All shareholders of A are shareholders of B or, all shareholders of B are shareholders of A. Here which is the holding company and which is the subsidiary company?

Common shareholding between 2 Companies do not constitute Holding or subsidiary relation.
In ur case first check whether by such common holding of shares whether any company is have control on other Company i.e. whether A can control the B's . If so than only A is holding Co. of B.
