Help with custom clearance of laptop for work

I have a situation similar to this:

However, the parcel in question is a company maintained Macbook computer (18month old, fully functional) that was sent to me by my employer in the US for work purposes (we develop Mac products).

In spite of having explained the purpose of import in detail to the Air Customs (AIR-PAD) office in Chennai and consenting to applicable DUTY, they went ahead and slapped a NOC requirement on the parcel for clearance.

While I now understand that the import of used laptops is restricted (banned), the shipper was completely unaware of such a policy. However, I believe this is strong grounds for making an exception here.

In the last two months, I have tried looking everywhere for assistance and received none. I tried presenting my case to the TNPCB, Chennai office and while they agreed to the genuineness of the import/product, they were not in a position to offer the required approval or permission. Attempts to contact multiple wings of the MoEF went in vain. The people at the Customs Office were least helpful in guiding me with the NOC requirement.

The parcel has been detained since mid-October 2012 and I am exploring all possible options to have my case fairly treated and receive the necessary clearance for my parcel. It has been a harrowing experience so far.

Any help in this matter would be most appreciated.

I have been unable to reach both of them.

Could you please refer me on to someone else who can help? Do you know anyone in the South who can help?

It is disappointing and disconcerting to know that MoEF has no procedure or system in place to process requests and appeals in accordance to this Board Circular.

The Chennai Customs office is still adamant on receiving the MoEF permission for clearance. It's been a long agonizing wait for me.
