03 December 2014 please provide me the detail about health certificates and procedures to options said certificates and fees regarding exports of rice

27 December 2014 Mr. Kamal,

export Inspection Council of India offers a fast and efficient e-Health certification service, for their exporters.

At present this facility is available only for the

EU approved sea food processing establishments, for the consignments of Marine Products ( fish & collagen) meant for export to European Union only.
EU & Non-EU approved sea food processing establishments, for the consignments of Marine Products meant for export to P.R. China, Russian Federation, Iran & other non EU countries.
EU approved processing establishments, for the consignments of Animal Casings meant for export to European Union only.
Exporters of peanut products to EU & Malaysia.
Exporters for Non GMO certification.
Approved processors & exporters under voluntary food certification scheme.

To avail the said e-certification facility the,

approved establishment (if desires to have the health certificate) has to obtain one time Username and Password from their concerned EIA office.
merchant exporter has to do the one time registration at the following link https://www.eiconline.in/EIC/UserLogin/MERegistration.aspx

Further as and when the health certificate is required approved establishment/ exporter shall fill up an application form online (by using their User Name and Password), and then approach the concerned EIA office, along with requisite fee, copies of the invoice, packing list, test reports, for collecting the original health certificate.

To process the incoming applications, EIA officials who are authorized by EIC shall login with their respective User Name and Password allotted to them & issue the health certificate.

Online Procedure to Apply for Health Certificate

1. The approved establishment shall approach the concerned EIA Office for obtaining User Name and Password through a written request by the Head of the Establishment on their letter head. Upon receipt of the written request, EIA shall obtain the User name and Password from EIC which shall be communicated to the establishment on their email id.

The merchant exporter has to register on line and the username & password shall be received to them on their e-mail id.
2. All the processing establishments / merchant exporters can access the e-health certification system using their login details. After logging, establishment/ merchant exporter can view the status of their applications (if any). For detailed procedure refer the user manual.
3. All the details marked with * are mandatory fields.

Establishment application shall be submitted to the nearest office of EIA. However, the merchant exporter has the option to submit the application to any office of EIA, he / she wishes.
4. On submission of application form, an application reference number is generated by the system which can be used by the establishment / merchant exporter for further correspondence with their concerned EIA office.
5. Applications for original Health Certificate can be submitted online. For in-lieu and or duplicate certificate, manual application needs to be submitted.
6. The approved establishments can avail health certification facility till the validity of the approval. Thereafter their username and password will be disabled automatically, which will be activated after renewal of the approval.
