Having two pan card. want to know what is process to surnder

One of my client having two pan cards
in one pan card still 2007 he was doing business so he filed return in that pan card no then after 2007 he started doing service so he file return to another pan card
now my client wants to surnder one of the pan cards
so require the process how he can surnder and how he can transfer any credit of tax in one pan card no to another oan card no and utilize it for the future

plz reply the same at earliest
as he s waiting for filling the return

16 September 2011 Since 2007 he is in service and filing return with 2nd PAN card so he should continue with the sencon card. first card should be surndered with jurisdiction officer. credit in one no. can t be trfd. Only thing possible if the person who has deducted tax revises his return by modifying 2nd pan no.
