ONE OF THE PRIVATE LIMITED COMPANY HAVING NIL TURNOVER FOR THE FINANCIAL YEAR 2017-18. WHETHER I HAD TO FILE GSTR 9C RECONCILIATION OR NOT.
I HAD ALREADY FILED THE ANNUAL RETURN GSTR 9.

As u say the turnover is nil
No need to File Gstr 9C

but when we are login to gst portal its showing the pop up to file gstr 9c.
only we had paid late fees for gstr filling for fy 17-18

Ok as u say u fill return late
This may be a reason that's why gstr 9c pop up is showing
