Do saree retailers required to register and levy GST?

Yes , all retailers have to register under GST if the annual turnover
exceeds Rs 19 lacs (for other than North Eastern states)
exceeds Rs 9 lacs ( for North Eastern States)
exceeds Rs 19 lacs (for other than North Eastern states)
exceeds Rs 9 lacs ( for North Eastern States)

And till when should the retailer register and from when should he start levying GST?

You are welcome. Once the retailer's turnover touches 19 lacs , he should apply for registration within 30 days . Start charging GST once the turnover touches Rs 20 lacs
