A SHOPKEEPER HAVE GOODS IN HIS GODOWN WITHOUT EXCISE, WHERE TO COMPLAIN OF HIM IN DELHI

ED is not the liability of shopkeeper, but its paid at the point of manufacture/ factory.

HE donot have the bills of the purchase & selling also without bill.

not having bills are not criteria that ED is not paid,
goods without bills are produced at some place and when removed from that place, might be possible that such goods are cleared under the SSI exemption.
once the goods are in hands of trader, its out of excise control, and deemed to be duty paid, and bills are not criteria of evasion.
