I joined in articles on 17.04.2012 after completion of my IPCC now I wanted to know that when should I register for GMCS and details of fees

You have to do Only one time GMCS and has to go for your GMCS in your last year of articleship training period or after completion of your CA Final but before to applying of CA membership.
GMCS registration fee at present Rs.6,500 it may change for you appearing batch.
