It is not allowed. But recently Gujarat High Court held that GSTR-3B is not a return under Section 39 and if the same is kept in mind the last date for availing ITC for invoices pertaining to FY 2017-18 will be 31.08.2019. However, it may drag you into the litigation. Advised to take the risk based on the amount of ITC involved.
