A PRIVATE COMPANY wants to issue further equity shares.
Can it allot the same only to a few say 7 out of 10 shareholders?
or should it offer shares to all, get a renunciation from 3 shareholders? In such case can the shares offered to those 3 be then allotted to the remaining 7 shareholders.

there is no need to offer the share to all

It can be issued as per rules spcified in the articles for further allotment of shares.
