Can a Pvt Ltd company with cash balance, apply for Liquidation under fast Track Exit scheme?
If not, can we distribute the cash to the shareholders and later file an application under FTE scheme?

FTE can only be done if the Company settles its books. So to apply in FTE, distribute the cash to shareholders in proportion and file the Form under FTE.
