Sir/Madam,
If a person registers for gst on 15th july (never registered in any tax regime before) and obtains gst no. afterwards, will he get input tax credit on his purchases (be it goods or services) that were made from 1st to 15th july?

Yes he will.
Also he has to revise all invoice during this period.
