Sir my brother wants 2 open his business as sole propriter ship concern ....wat wil requirements hav 2 fulfil 4 its registeration nd how much time nd money wil spend ?

No registration as such required for starting a sole proprietorship concern. You can start your business straight way.
At the most you can get VAT registration if you are so liable under the relevent state vat act.
