An employee (Woman) earns salary of Rupees three lacs. He is able to avoid tax because of enough savings. So no TDS has been effected from her salary. In this case my doubt is whther the Employer has to Issue Form16 to that employee or not for filing her returns.

Yes because when we file tds return for 4th Qtr weather TDS deducted on not full salary detail submitted or you also write all details on letter paid issued to Employee

Also since the salary is less than 5 lacs ,there is no need for her to file her return of income.
