Form submission of articleship

One of my friend is taking transfer from his articleship.
He is taking transfer in another state.
So he have a quedtion that at which place he should Deposit his new articleship form :
-- The state in which he is taking transfer Or
-- The state in which he is doing his articleship right now

new form has to be submitted where the new firm is situated
